2017 Winter Storm Impacts

Message from city manager Lynn Findley:

With the State Winter Weather Emergency Declaration and a Malheur County Declaration, I would like to make sure you have as much information as possible hopefully to answer some questions you may have. In order for FEMA, Small Business Administration, and other programs to be requested by the State of Oregon, an Initial Damage Assessment (IDA) must be done. For this damage assessment there are two different areas we are collecting information about. One is the Public Infrastructure Initial Damage Assessment which includes data from cities, special districts (such as school districts), certain utility providers (which would include OTECC but not IPC), and certain Private Non‐profit Organizations. The other type is known as Individual Damage Assessment for individuals, families, and businesses.

For the purpose of the IDA, the Oregon Office of Emergency Management (OEM) is requesting we report for those costs and damages that occurred as a direct result of weather on or near January 10, 2017 – January 19, 2017. We know that for Malheur County this series of events really started around December 9, 2016 and the Eastern Oregon Emergency Managers are working with OEM on this.
